The ranking officer of the U.S. Navy, responsible to the secretary of the Navy and to the President.
 Adm. Mike Mullen announced the following flag officer assignments:

Rear Adm. Steven L. Enewold is being assigned as vice commander, Naval Air Systems Command The Naval Air Systems Command, or NAVAIR, is the part of the United States Navy which provides materiel support for naval aircraft and airborne weapon systems, such as guided missiles. NAVAIR was established in 1966 as the successor to the Navy's Bureau of Naval Weapons (BuWeps). , Patuxent River, Md. Enewold is currently serving as director for Joint Strike Fighter, Office of the Secretary of Defense The Office of the Secretary of Defense (OSD) is part of the United States Department of Defense and includes the entire staff of the Secretary of Defense. It is the principal staff element of the Secretary of Defense in the exercise of policy development, planning, resource , Washington, D.C.

Rear Adm. (lower half) John C. Orzalli is being assigned as commander, Mid-Atlantic Regional Maintenance Center, Norfolk, Va. Orzalli is currently serving as deputy director, Fleet Readiness Division, N43B, Office of the Chief of Naval Operations, Washington, D.C.

Rear Adm. (lower half)(selectee) Steven R. Eastburg is being assigned as assistant commander for Research and Engineering, Air 4.0, Naval Air Systems Command/commander, Naval Air Warfare Center The Naval Air Warfare Center was a former U.S. Navy military installation located in Warminster, Pennsylvania and Ivyland, Pennsylvania.

The U.S. Navy purchased the grounds to establish this facility from the Brewster Aeronautical Corporation following its bankruptcy in the
 Aircraft Division (ADOO), Patuxent River, Md. Eastburg is currently serving as deputy program executive officer for Air, Antisubmarine Warfare, Assault, and Special Mission Pro-grams, Patuxent River, Md.

Rear Adm. (lower half)(selectee) James P. McManamon is being assigned as deputy commander for Warfare Systems Engineering, SEA-06, Naval Sea Systems Command The Naval Sea Systems Command (NAVSEA) is the largest of the U.S. Navy's five "systems commands," or materiel organizations. NAVSEA consists of four shipyards, eight "warfare centers" (two undersea and six surface), four major shipbuilding locations and the NAVSEA headquarters, , Washington, D.C. McManamon is currently serving as special assistant to the assistant secretary of the Navy Assistant Secretary of the Navy (abbrev. "ASN") is the title given to certain senior officials in the U.S. Department of the Navy. They serve as chief assistants to the Secretary of the Navy (SECNAV).  for research, development, and acquisition, Office of the Secretary of the Navy, Washington, D.C.

Rear Adm. (lower half)(selectee) Christopher J. Mossey is being assigned as commander, Pacific Division, Naval Facilities Engineering Command, Pearl Harbor, Hawaii. Mossey is currently serving as chief of staff, Naval Facilities Engineering Command, Washington, D.C.
