American army engineer and parliamentary authority. He designed the defenses for Washington, D.C., during the Civil War and later wrote Robert's Rules of Order (1876).

 M. Gates announced today that the president has made the following nominations:

Navy Rear Adm. (lower half) Charles H. Goddard has been nominated nom·i·nate  
tr.v. nom·i·nat·ed, nom·i·nat·ing, nom·i·nates
1. To propose by name as a candidate, especially for election.

2. To designate or appoint to an office, responsibility, or honor.
 for appointment to the grade of rear admiral ADMIRAL, officer. In some countries is the commander in chief of the naval forces. This office does not exist in the United States. . Goddard is currently serving as program executive officer for ships, Naval Sea Systems Command The Naval Sea Systems Command (NAVSEA) is the largest of the U.S. Navy's five "systems commands," or materiel organizations. NAVSEA consists of four shipyards, eight "warfare centers" (two undersea and six surface), four major shipbuilding locations and the NAVSEA headquarters, , Washington, D.C.

Navy Rear Adm. (lower half) Kevin M. McCoy, has been nominated for appointment to the grade of rear admiral. McCoy is currently serving as deputy commander for ship design, integration and engineering, SEA-05, Naval Sea Systems Command, Washington, D.C.
