County fell 1.6 percent, to 6.1 million for the 12-month period ended March 31. Western Dental Services Inc., No. 9 this year, moved up one spots with a 62,500-member enrollment increase. The Orange-based company credits new accounts for its 67.8 percent growth. Universal Care Inc., No. 10, reported the second highest growth rate this year, up 31,600 members or 29.6 percent. Cigna Dental, No. 8, was one of five companies to see enrollment decline. The Philadelphia-based company reported 41,000 fewer members, a 16.4 percent drop from the like period a year earlier.
