Dell, Irving ISD Bring Notebook Computers to Every Student; District Wins Award for Innovation in Technology.ROUND ROCK, Texas -- The Irving Independent School District Irving Independent School District is a school district based in Irving, Texas (USA). Irving ISD was recently awarded the first annual Sylvia Charp Award for District Innovation in Technology. The Charp Award, presented by T.H.E.
