Delaware Launches Statewide Mugshot System, Other Additions to Justice Information System.

ANAHEIM, Calif.--(BUSINESS WIRE)--Sept. 30, 1998--The Delaware Police Chiefs Council has awarded Printrak International Inc. (Nasdaq:AFIS) the first phase of a $1.8 million contract that will expand the Delaware Justice Information Systems (DELJIS) to include a statewide photo identification network and additional livescan (inkless) fingerprint capture equipment.

The Delaware State Police will receive equipment valued at approximately $839,000 under terms of a contract announced Wednesday, while the second phase of deployment to municipal police departments is expected to be announced shortly.

This latest contract supports the growing trend toward statewide mugshot systems. Delaware is joining Louisiana and Pennsylvania, who have similar Printrak systems. The Delaware system also supports real-time identification as a result of the tight integration between the livescan network and automated fingerprint identification system (AFIS). After fingerprinting, arrestees are positively identified within 15 minutes, preventing the inadvertent release of a wanted person.

Delaware will install a centralized mugshot system that electronically provides statewide access to images within minutes of booking. Mugshot capture equipment is integrated with livescan fingerprint workstations, which in turn is linked to the state's AFIS. The system was first purchased in 1988 and upgraded in 1996. The contract, announced today, also includes an interface between the Printrak AFIS and the state computerized criminal history (CCH) database.

Dover Chief of Police Keith I. Faulkner, chairman of the Delaware Police Chiefs Council, stated that: "The contract, funded by a grant from the Community Oriented Policing Services (COPS) office of the Department of Justice, will place advanced mugshot and fingerprint technology in police departments serving 95 percent of the state's police officers. The grant forecasts a savings in processing time and investigative efficiency resulting in the equivalent of 100 additional officers being placed on the street for community policing."

Equipment earmarked for the State Police will enable each of eight troop headquarters to complete mugshot/fingerprint identification processes at booking locations throughout the state. The mugshot investigative display stations will be placed at five locations, according to Russell McNatt, AFIS administrator in the Delaware State Bureau of Identification. A central mugshot server will support up to 100 concurrent users.

McNatt added that up to 23 mugshot/fingerprint capture stations will be deployed through individual orders by municipal police agencies.

Funding for the DELJIS expansion is provided in part by a federal grant secured by the Delaware Police Chiefs Council on behalf of all state law enforcement agencies.
