Declaration of support for legal abortion in Sucre, Bolivia.

Bolivian women's groups taking part in the September 28 Campaign have used this event to illustrate the existing legal ambiguity that discourages women from exercising the right available to them in Article 266 of the Penal Code. The abortion issue must be opened up to public debate. Defining abortion as a right recognizes women's ethical competence to make decisions related to reproduction and sexuality. It is equivalent to recognizing women's dignity and ability to make decisions unique to their lives and experiences. Placing the issue of unsafe abortion on social and policy agendas as a problem of public health and social justice is in keeping with the ideal of modern democracy that is truly pluralistic and respectful of human rights.
