Carns and Daniel W. Christman, both retired generals from the U.S. military, to the board of directors of the corporation. General Carns is a business consultant and serves on various Department of Defense panels and on boards of directors of corporations. General Christman is President and Executive Director of the Kimsey Foundation, a Washington, D.C.-based nonprofit organization dedicated to furthering academic and cultural education for economically disadvantaged youth.

General Carns began his military career in the U.S. Air Force as a fighter pilot. His military appointments included Commander of the 13th Air Force, Republic of the Philippines; Deputy Commander in Chief, U.S. Pacific Forces; Director of the Joint Staff, Joint Chiefs of Staff; and Vice Chief of Staff, U.S. Air Force. After his retirement from the Air Force in 1994, General Carns was Managing Director of a small healthcare firm for one year, followed by four years as President and Executive Director of a policy research firm specializing in international issues.

General Christman's 36-year military career included positions in the U.S. Army and federal government. He was Commander of the U.S. Army Corps of Engineers District in Savannah, Georgia and Commanding General of the Army's Engineer School in Missouri. In 1993, General Christman was named the U.S. representative to the NATO NATO: see North Atlantic Treaty Organization.

General Carns received his bachelor's degree from the U.S. Air Force Academy and a MBA from Harvard University. He is a member of the board of directors of Mission Research Corporation, California; Engineered Support Systems, Missouri; Rockwell Collins Inc., Iowa; and Bundeshaw Associates, Washington, D.C. He is also a member of the Department of Defense Science Board, a member of the Board of Advisors of the National Security Agency and a Senior Fellow at the National Defense University in the Department of Defense.

General Christman received his bachelor's degree from the U.S. Military Academy. He also holds master's degrees in engineering and public affairs from Princeton University and a JD from George Washington University George Washington University, at Washington, D.C.; coeducational; chartered 1821 as Columbian College (one of the first nonsectarian colleges), opened 1822, became a university in 1873, renamed 1904.  School of Law. He is a member of the Pennsylvania and District of Columbia District of Columbia, federal district (2000 pop. 572,059, a 5.7% decrease in population since the 1990 census), 69 sq mi (179 sq km), on the east bank of the Potomac River, coextensive with the city of Washington, D.C.
