Daleen's Billing Solutions Drive Measurable Improvements at ETB; RevChain 6.1 Delivers Faster Usage Processing; Significant Reduction of Errors.

Daleen Technologies, Inc. (OTCBB:DALN), a global provider of licensed and outsourced billing, operational support and revenue assurance solutions for traditional and next generation service providers, today reported that Phase 1 of the company's RevChain implementation at Empresa de Telecomunicaciones de Bogota (ETB) is complete and the system is producing significant improvements in the areas of usage processing and performance. This first production milestone reflects measurable and rapid progress in the revitalization of ETB's billing infrastructure through the deployment of the RevChain(R) 6.1 platform.

As one of Colombia's leading telecommunications providers, ETB offers a variety of local services to more than 2 million subscribers in their principal market of Bogota and the surrounding area, and a variety of long distance services to more than 40 million people across the entire country. They selected Daleen's RevChain convergent billing platform in June 2003, replacing an existing commercial system that could not efficiently support its billing volume or performance requirements. The project is being delivered in three Phases over the course of nineteen months, an approach that allows ETB to derive the maximum benefits for its business in the quickest timeframe. Phase 1, which was initiated last year, focused on driving improvements in the area of usage processing, both in terms of speed and accuracy. RevChain has successfully reduced the amount of time previously required to import, rate, validate and store usage records by more than 95 percent, exceeding ETB's requirements and expectations. In addition, Daleen anticipates the new RevChain system will eliminate up to 80 percent of the usage processing errors ETB experienced with their former system. As a result of RevChain's broad capabilities, ETB has already been able to retire a number of internally developed support applications, further streamlining their billing operations.

Daleen is implementing the latest version of its RevChain software, allowing ETB to take advantage of new functionalities and product enhancements in rate plans, usage processing and services migration. ETB is running RevChain on a powerful, yet efficient distributed hardware configuration that utilizes an HP 9000 Superdome for the database server and smaller Intel-based servers for the RevChain service applications. The RevChain system is fully integrated with ETB's proprietary SGS+ customer relationship management system, which allows new customer records and services orders to be automatically synchronized between the two systems, and eliminates the need for duplicate manual entry.

The migration of data into RevChain from ETB's former system was facilitated by Daleen's XBi, an XML-based integration tool that utilizes streaming technology to migrate data from legacy systems in a reliable, validated manner. Built on the RevChain Java Application Layer (JAL), this tool is a core part of Daleen's strategy to develop and utilize highly efficient technologies and repeatable processes to streamline implementation projects with large, established service providers like ETB. By using the XBi to transform and translate data from ETB's data repositories to a RevChain schema, Daleen was able to migrate more than 6.4 million subscriber and service records that had been extracted from ETB's legacy systems into RevChain in less than 12 hours, contributing to a successful, efficient production cutover. One of the benefits of using an XML-based technology is that it eliminates the need for domain experts on each side to know the other's systems. For example, experts on the legacy side at ETB are not required to know J2EE or RevChain, and the RevChain system does not have to be reconfigured to communicate with the legacy system. Instead, both sides can communicate using the common language of XML.

The XBi is an extensible technology that can be also be used as a bridge application to interface other systems to RevChain. It was developed using industry standard formats and technologies and low or no-cost tools. The XBi will also be used to stream orders from ETB's order management systems into RevChain, allowing ETB to synchronize product catalogs to ensure the integrity of their operational data.
