The Department of Water Resources announces that final applications for grants and loans for the Groundwater groundwater
 or subsurface water

Water that occurs below the surface of the Earth, where it occupies spaces in soils or geologic strata. Most groundwater comes from precipitation, which gradually percolates into the Earth.

For fiscal year 2002-03, grants totaling $76,840,000 are available for the Groundwater Storage Construction program and loans totaling $8,720,000 are available for the Groundwater Recharge Construction program.

The Department of Water Resources operates and maintains the State Water Project, provides dam safety and flood flood, in hydrology
flood, inundation of land by the rise and overflow of a body of water. Floods occur most commonly when water from heavy rainfall, from melting ice and snow, or from a combination of these exceeds the carrying capacity of the river
 control and inspection services, assists local water districts in water management and water conservation planning, and plans for future statewide water needs.
