DWP receives federal funds for water recycling project.


LOS ANGELES--(BUSINESS WIRE)--Feb. 24, 1995--The Los Angeles Department of Water and Power The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving 3.9 million residents in 2006. It was founded in 1902 to deliver water and electricity supplies to residents and businesses in Los Angeles.  Friday received the first of several grants totaling $12.8 million from the federal Bureau of Reclamation to help develop the city's first major water-reclamation project.

Ultimately, the East Valley Water Reclamation Project will provide 35,000 acre feet per year of highly treated wastewater to recharge the natural underground reservoir in the northwest San Fernando Valley San Fernando Valley

Valley, southern California, U.S. Northwest of central Los Angeles, the valley is bounded by the San Gabriel, Santa Susana, and Santa Monica mountains and the Simi Hills.
. Water for the project will come from the Donald C. Tillman Water Reclamation Plant in the Sepulveda Basin.

At a ceremony held at the Tillman Plant, Councilwoman Ruth Galanter Ruth Galanter was a city councilwoman from Los Angeles. She served as President Pro-Tempore and President of the city council.  said plans for the project were the result of public and private partnerships and recent court actions which curtailed diversions from streams in the Mono Basin The Mono Basin is an endorheic basin located East of Yosemite National Park in California, United States. It is bordered to the West by the Sierra Nevada, to the East by the Cowtrack Mountains, to the North by the Bodie Hills, and to the South by the North ridge of the Long Valley .

"The city is committed to water recycling because it is a prudent and cost-effective way to guarantee and extend limited water supplies," Galanter said. "This project will help replace the city's lost water resources and at the same time preserve the environment for future generations both in the Mono Basin and in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. ."

 to implement wastewater reclamation and reuse efforts is among our highest priorities. This project, particularly, offers an outstanding opportunity to employ reused water to meet the future water supply needs of the Los Angeles area. We've reached a point in water management where if it's not water reuse, it's water abuse."

DWP Board President Dennis Tito Dennis Anthony Tito (born August 8, 1940 in Queens, New York) is a United States multimillionaire who gained celebrity status by becoming the first space tourist to pay for his own ticket, although he himself opposes being called "tourist" and asks to be called an "independent  said the project is the most feasible, least costly alternative for supplementing the city's water supplies. He said that the current cost estimates for water to be spread for this project is $347 per acre foot An acre foot is a unit of volume commonly used in the United States in reference to large-scale water resources, such as reservoirs, aqueducts, canals, sewer flow capacity, and river flows. . This compares favorably with the current $412 per acre foot cost for imported water.

"Besides making sense economically, the East Valley Project will drought-proof the city's emergency and back-up water supplies by providing a constant and reliable water source that is immune to weather conditions," Tito said.

When the project is completed, highly treated water from the Tillman Plant will be piped 13 miles to the Pacoima and Hansen Spreading Basins. It will percolate percolate /per·co·late/ (per´kah-lat)
1. to strain; to submit to percolation.

2. to trickle slowly through a substance.

3. a liquid that has been submitted to percolation.
 slowly through 300 feet of naturally filtering soil, join the underground aquifer, and then travel a distance of 1.5 miles over a five-year period before it reaches the extraction wells. The water is again treated before being placed into the city's water distribution system.

Martha Davis, executive director of the Mono Basin Committee, said she strongly supports the project for the environmental benefits which will ensure California's future generations the privilege of enjoying the natural beauty of Mono Lake and the surrounding area.

"The East Valley Project is a perfect example of how creative local-state-federal partnerships can work to benefit our environment and our local economy," Davis said. "This cost-effective project will provide replacement water for the protection of Mono Lake; at the same time it helps to increase the reliability of our local water resources. Everyone wins."

The environmental impact report for the project was approved in July 1991. Following regulatory approval, construction of the $55 million project will begin in 1996. In addition to the $12.8 million in federal funds Federal Funds

Funds deposited to regional Federal Reserve Banks by commercial banks, including funds in excess of reserve requirements.

Notes:
These non-interest bearing deposits are lent out at the Fed funds rate to other banks unable to meet overnight reserve
, $36 million in state funds have been allocated.
