To pay by credit card or by debiting a personal checking account, customers can call DWP's customer service at 800/DIAL-DWP. A DWP customer-service representative will arrange for payment through PhoneCharge Inc.,'' McCloskey said. Western Union will require the customer's name and account number and the amount of the bill plus the payment to process a Quick Collect check that is wired to DWP. ``Western Union charges customers $10.50 to wire the payment, and PhoneCharge Inc.'s fee is $3.50. DWP does not charge extra for the wire or credit-card/banking service. However, when DWP services are shut off for lack of payment, customers are charged $37 for same-day turn-ons and $28 for next-day turn-ons,'' McCloskey said. These pilot programs were established because of the large number of requests from customers for a quick way to pay delinquent accounts when they are out of town or unable to visit a DWP office. All DWP residential customers can participate in the pilot programs.
