Byline: Rick Orlov Daily News Staff Writer

The DWP's largest employee union Thursday filed a complaint that seeks to unhinge a deal to allow the Department of Water and Power to sell two helicopters to the Fire Department, which needs to replenish its aging fleet.

``This whole thing is nonsense in the first place,'' D'Arcy said. ``The mayor decided to transfer the helicopters so it's being done.''

Fire Department spokesman Ralph Ramirez denied that a decision has been made.

``Chief (Bill) Bamattre has received a proposal but it hasn't been reviewed yet,'' Ramirez said. ``We can't say anything until we take a look at the proposal.''

The board of Water and Power Commissioners on Tuesday approved the $3.6 million sale of the two helicopters to the LAFD to replace two of its aging machines - one of which crashed into Griffith Park Griffith Park is a large public park at the eastern end of the Santa Monica Mountains. DWP General Manager David Freeman said he hoped to discuss the transfer of the two pilots with fire officials.

``It was never our intent to lay any people off,'' Freeman said. ``That's why we offered to pay for any additional training the (fire) department would require.''

D'Arcy said the DWP pilots are highly skilled in tight maneuvering around power lines and able to do the drop-and-load technique used to fight fires.
