We had an offer on the table last year to soften the blow and the city ignored it once there was a change in the General Manager's Office.'' This is the second round of job cuts for the DWP in four years. Earlier, it had eliminated 1,500 jobs through attrition and buyouts. Freeman said cutting the jobs is part of an overall effort to reduce expenses and pay off more than $4 billion in debt the agency has accumulated, primarily from two projects.
