DWP SUPERINTENDENTS STAGE SICKOUT AS CONTRACT TALKS LOOM.

A group of Los Angeles Department of Water and Power The Los Angeles Department of Water and Power (LADWP) is the largest municipal utility in the United States, serving 3.9 million residents in 2006. It was founded in 1902 to deliver water and electricity supplies to residents and businesses in Los Angeles.  electrical managers called in sick Friday in apparent protest of pay raises that put some of their subordinates ahead of them in wages.

The superintendents, who are represented by the DWP Management Employees Association, are in negotiations for a new contract. The talks were scheduled to resume Friday but were delayed due to the sickout, Miller said.

Officials from the Management Employees Association were not available for comment Friday.

``They're certainly not at an impasse,'' Miller said Friday. ``We were supposed to negotiate again today, but obviously that isn't happening.''

Although the DWP has reached settlements with its major unions, it continues to deal with complaints of retaliation and harassment from employees. DWP officials are investigating claims aired by several employees in August that they were abused or fired for speaking out.

Miller said he expects the electrical managers' sickout to be temporary. Even if it drags on, there should be no interruptions in electrical service Electrical service, in building wiring, refers to the wiring that connects the electric utility's cables in the street to the building. Specifically, electrical service is the wiring from the street, through the meter and up to the panelboard, but no farther.  because other managers are able to fill in, Miller said.
