DWP PR CONTRACT LEFT INTACT CHICK RAILS AGAINST COUNCIL DECISION ON GREEN POWER PACT.Byline: Rick Orlov Staff Writer After weeks of controversy, the Los Angeles City Council An angry Controller Laura Chick, who is auditing the Green Power contract with the Lee Andrews Lee Andrews (born April 23, 1984) is an English professional footballer, most recently playing as a full-back for Torquay United. Football career Andrews was born in Carlisle and began his career as a trainee with his local side Carlisle United, turning professional in Group, said she believed the council had given away its authority. ``The only power the council has is to assert jurisdiction,'' Chick said afterward. ``They chose to allow this to continue even though we have an audit going on.'' With eight votes needed, the council deadlocked 7-7 on taking action. Councilman Hal Bernson Hal Bernson served as Los Angeles City Councilman for the 12th district. He was chair of the Transportation Committee. Prior to being on the City Council, he served in the Navy. Preceded by Robert M. , who would have cast the tie-breaking vote, was absent. Voting to take authority over the contract issue were council members Alex Padilla Alex Padilla is a politician in California. He was elected as the State Senator for the 20th District of California in November 2006 and was inaugurated in early December. In order to enter the Senate he had to resign as Councilman for the 7th District on the Los Angeles City , Wendy Greuel Wendy Greuel is President Pro Tempore of the Los Angeles City Council representing the 2nd District. Greuel was elected in 2002 to fill the remainder of the term of Councilman Joel Wachs. She was elected in her own right in 2003 and reelected in 2007. , Jack Weiss Jack Weiss, is a member of the Los Angeles City Council representing the 5th district. Weiss was elected in 2001 and reelected in 2005. The 5th district includes parts of the Westside and the San Fernando Valley. , Ed Reyes, Mark Ridley-Thomas, Jan Perry and Dennis Zine. Voting against it were Eric Garcetti, Ruth Galanter, Janice Hahn, Nate Holden, Tom LaBonge, Cindy Miscikowski and Nick Pacheco. Chick had asked for the contract to be put on a month-to-month basis until the audit is completed. What we are seeing affects this body's ability to do administrative oversight.'' The Green Power program involves work with community-based organizations to distribute information and goods to promote conservation and the use of clean energy. The Lee Andrews group was a subcontractor under the firm of Fleishman-Hillard until breaking off on its own this past year. Chick's concern with the contract was raised earlier this year when she received bills for $27,000 for a DWP event at the Music Center. There has been a dispute over the total cost, with PR consultant Donna Andrews providing records showing the cost was $10,000. DWP General Manager David Wiggs said the commission was acting in what it believed was a thoughtful, businesslike manner and would closely watch the contract. ``We are well aware of the controller's concerns and will be closely watching spending,'' Wiggs said, adding that he has the power to immediately shut off money to the program. |
