DWP HEARS NEIGHBORHOOD COUNCILS ON ENERGY ISSUES.

The councils now get 90 days' notice but won approval for a 120-day comment period.

``We need to give the neighborhood councils Neighborhood councils are governmental or non-governmental bodies composed of local people who handle neighborhood problems. They can be found in many cities throughout the world.  enough time to respond to the rate changes,'' said Soledad Garcia, a member of the Coastal San Pedro Neighborhood Council who chairs the oversight committee.

Garcia said barely one-third of the neighborhood councils took time to comment on recent proposals by the DWP to raise water and electric rates. Some criticized the neighborhood councils for their lack of follow through.

``If we are all working to improve the quality of life in our communities, then why is there so little response,'' said Candido Marez, a member of the Van Nuys Neighborhood Council.

Others complained they lacked sufficient information about the plan from the city's utility.

``A lot of boards didn't respond because they didn't understand the complex technical issues,'' said Jeff Jacobberger, a Mid-City West Mid-City West is a subregion located in the Wilshire area of the City of Los Angeles, California. The MOU Committee was formed two years ago after the DWP announced an 18 percent rate hike without seeking community input. Outraged neighborhood councils appointed a task force that negotiated a reduction in the DWP's rate hikes, then spent 15 months drafting the memo of understanding, which formally allows the councils to advise the DWP on community issues.

The memo is up for renewal in April.

During Saturday's meeting at DWP headquarters downtown, neighborhood council members agreed they want to advise the DWP on its ``green power'' conservation projects.

``We have always deemed energy conservation efforts important,'' said Paul T. Wang, executive assistant to the general manager for the DWP and one of the agency's two liaisons to the councils.

``After the latest heat storm, we are expecting people to buy more air conditioners and we are trying to get ready for that,'' Wang said.

Officials and homeowners briefly discussed the record-breaking heat wave that hit Southern California, resulting in intermittent power outages as air conditioners taxed the DWP's supply.
