John Miller, the LAPD's civilian anti-terrorism chief, said efforts to develop the program began two years ago - long before guards complained, in DWP internal interviews, that they thought they needed more training. ``This is the component dealing with the security personnel themselves, who often feel like they are out there alone and we want them to know we are there to give support,'' Miller said. He said the program was developed based on federal debriefings of former al-Qaida terrorist trainers, as well as his own interviews with terrorists in Malaysia in 2001 before the Sept. 11, 2001, attacks. ``I was looking at the information provided to us by anti-terrorist sources and recalled my own interviews and we were able to put together this program,'' Miller said. He described it as an effort to take terrorist training and reverse it to provide protection of DWP resources.
