We tell what the board action was, not how each individual member acted.'' Smith said the district printed 45,000 brochures at a cost of 25 cents each. In a related matter, the board voted 4-1 to hire the writer-photographer who produced the brochure to help the district's interim public relations public relations, activities and policies used to create public interest in a person, idea, product, institution, or business establishment.
