The task force is made up of city and county employees and local elected officials who decide whether landfill projects meet the county's plan governing garbage disposal sites.

For the past 18 months, the task force has been reviewing the problems, which did not come to light until 2000. Some members said there were too many questions surrounding Los Angeles city records on the landfill changes. And Mohajer was troubled by reports of methane methane (mĕth`ān), CH4, colorless, odorless, gaseous saturated hydrocarbon; the simplest alkane. It is less dense than air, melts at −184°C;, and boils at −161.4°C;.  gas problems at the landfill.

Bradley Landfill managers were boggled by their decision.

``We gave them everything they asked for,'' said Doug Corcoran, Waste Management Inc. district director. ``The professional engineers that have studied this site ... have all reached the same conclusion that the site is in compliance, give them the permit.''

 from an old, closed landfill on site to the current landfill. Los Angeles Planning and Environmental Affairs departments decided the company didn't need to change the permit, conduct environmental review or hold public hearings.

Waste Management also asked to change permit information, saying the height limit on the original permit mistakenly read 1,000 feet instead of 1,010 feet and that the estimated closure date said 2000 instead of 2007.

State landfill inspectors discovered the changes and decided they did merit a formal permit change and that triggered a series of public hearings in which residents railed against the landfill and city oversight

After much community and local political opposition, state regulators approved the Bradley Landfill changes and new permit in April 2003. California Integrated Waste Management Board spokeswoman Roni Java said Friday that the task force's decision has ``no legal effect on the permit.'' But East Valley Coalition member and vocal Bradley Landfill opponent Ellen Mackey called the task force denial a victory.

``For us, it's a validation See validate.
