The highway is scheduled to reopen by Nov. 12, a day commuters can count on ``pending nothing unforeseen happening,'' said a spokeswoman with Caltrans. ``That's the main thoroughfare. (The reopening) gives them full capacity. . . . So it's very important,'' said Margie Tiritilli, a Caltrans spokeswoman. Police also predict the reopening will help ease the load off nearby freeways, particularly the Golden State and Ventura freeways, which have been carrying PCH's rerouted burden. ``I think that would be a fair statement to say. If normal or heavily commuted routes are minimized, those who take them would use alternative routes. So certainly if major thoroughfares are opened, it will relieve traffic on those other thoroughfares,'' said Tito Gomez, a public affairs officer with the California Highway Patrol's southern division based in Glendale. Reconstruction began right after the first mudslide June 19. A second slide occurred June 22. During construction, traffic in both directions was squeezed onto the southbound lane. By the time reconstruction is completed, the project will have cost an estimated $20 million, Tiritilli said. Caltrans construction and maintenance crews, which have been working 7 a.m. to 7 p.m. shifts, also have been busy hauling and excavating dirt and rocks away to nearby landfills. Of the 300,000 cubic yards of material that needed to be excavated, about 110,000 cubic yards remains. As part of the project, Caltrans crews also demolished two ocean-view, luxury homes that were teetering on a weakened cliff in June. CAPTION(S): photo PHOTO An earthmover earth·mov·er n.
