After the de-merger of the RAC from the Royal Automobile Club the organisation became involved in researching and promoting issues of safety, mobility, economics and the environment related to motoring. . New research by the Association of Personal Injury Lawyers (APIL APIL Association of Personal Injury Lawyers (UK) APIL Asian Paints India Ltd. ) and endorsed by the RAC Foundation suggests that there are huge discrepancies between local authorities and the amount they grit roads during icy winter conditions. The Foundation is now calling on the Government to amend the law to make it a legal duty for local authorities to keep roads free of ice during bad weather. Concern about poor levels of gritting has been on the rise since a House of Lords House of Lords: see Parliament. ruling which found that local authorities could not be held legally liable for failing to grit roads. Twenty-six local authorities completed the APIL survey, and the proportion of roads salted in poor conditions varied between them from 16 per cent to more than 50 per cent. Several quoted a recommendation by the Audit Commission that between 24 and 38 per cent of roads should be salted, and two authorities made the point that salting is largely dependent on budget levels.
