The implementation agreement identifies computer and other technical systems that PJM will install to begin operating Dayton Power and Light's (DP&L) transmission network in 2003. DP&L announced its intent to join PJM earlier this year.

PJM operates the world's largest competitive wholesale electricity market and North America's largest power grid. PJM currently coordinates a pooled generating capacity of more than 71,600 megawatts.
