DPL Offers Customers Rate Freeze Through 2005.

:DPL) today filed a proposal with the Public Utilities Commission of Ohio The Public Utilities Commission of Ohio (PUCO) is an agency of Federal State of Ohio that is charged with the regulation of utility service providers such as those of electricity, natural gas, and telecommunications as well as railroad safety and intrastate hazardous  to freeze its rates for an additional two years, through the end of 2005. DPL's rates have not changed since 1994. This action was prompted in part by the uncertainty surrounding sur·round

With the deregulation of Ohio's electric markets, DPL's generation rates could become market-based at the end of 2003, allowing the rates to fluctuate based on market prices and causing uncertainty in the price consumers pay for electricity.

DPL's proposal removes this uncertainty and provides its customers with two more years of rate stability. By the end of 2005, customers would have enjoyed the benefits of 11 years of frozen prices.

In addition, DPL recognizes that a competitive market has yet to evolve in its West Central Ohio service area. The additional two years of rate stability would provide more time for the market to develop while protecting consumers.
