Southern California Southern California, also colloquially known as SoCal, is the southern portion of the U.S. state of California. Centered on the cities of Los Angeles and San Diego, Southern California is home to nearly 24 million people and is the nation's second most populated region,  Housing, a nonprofit housing corporation, will receive $1.8 million from the city's redevelopment agency to buy the 109-unit Impressions apartment complex at 38045 10th St. E. The rest of the financing will come from a redevelopment agency loan.

The City Council approved the plan last week.

 downtown," said Councilman Jim Root. "We don't necessarily need more units. We want to see that the units that do exist are upgraded."

Southern California Housing plans to rehabilitate re·ha·bil·i·tate

, Southern California Housing helps cities meet their goals for providing affordable housing.

State law requires city redevelopment agencies to allocate 20 percent of their revenue to increasing low- and moderate-income housing.

Southern California Housing owns and manages 1,300 units in Southern California, of which 700 are earmarked for low-income families.

 areas," said City Councilman David Myers. "They are very experienced and have a successful track record."

Work on the 7-year-old Impressions complex will include painting, repairing garages and installing an emergency alarm system hooked to a central location. Work is scheduled to be completed within 180 days after the city approves the rehabilitation plan.

Of the apartments, 80 percent would be set aside for senior citizens whose income does not exceed half of Southern California's average income; 20 percent would be for seniors whose incomes do not exceed 40 percent of the

average.

Current residents who are not 65 or older will be relocated after 18 months, officials said.

The project is part of the city's effort to make over downtown. The city's downtown revitalization plan states that although housing in the area is relatively new, rehabilitation and upgrading is needed.

The plan also calls for providing housing for seniors and, at the same time, creating a "safe zone" for seniors in the area around the city's senior center, 1002 E. Ave. Q-12, up the street from the Impressions complex.
