DOW NAMED CORPORATE RECIPIENT OF THE TRANSCAER ACHIEVEMENT AWARD

 MIDLAND, Mich., March 16 /PRNewswire/ -- Dow has been named corporate recipient of the TRANSCAER(R) Achievement Award. The TRANSCAER (Transportation Community Awareness and Emergency Response) Task Group, comprised of chemical manufacturers, distributors and transporters, created the award to recognize leadership, commitment and dedication to the national TRANSCAER initiative.
 "Partnerships and cooperation are more than buzzwords for the '90s. The national TRANSCAER initiative is an example of industry working together with communities for the safe transportation of hazardous materials," said Skip Elliott, task group chairman.
 "Dow was instrumental in getting the initiative started in Texas in 1986 and in expanding the industry participation to a national level in 1988," Elliott continued.
 "Public and private sector cooperation is integral to our success, just as partnerships with our carriers, suppliers and customers is invaluable," said Bob Coffield, Dow director of Distribution Operations and the Chemical Manufacturers Association Distribution Committee chair, when accepting the award at the Distribution Open Meeting in Houston in January.
 Jim Burnside, Dow senior transportation specialist, was the first national TRANSCAER Task Group chairman and served as a member of the task group until his retirement from Dow in December of 1992. Burnside has served as consultant and facilitator in many TRANSCAER initiatives at the community and state level, and began expansion of the internal Dow network of local site people responsible for TRANSCAER where Dow has manufacturing facilities.
 Michelle Morris, Dow senior issues communications specialist, also serves on the national task group, chairs the communications sub-group, and has been involved with the coalition-building strategy and implementation, and with planning the 1993 Whistle Stop Tour.
 Dow's Michigan Division along with CSX Railroad conducted workshops in lower Michigan in 1989 for emergency planning and response organizations. In 1991 Dow provided funding to help build a state HAZMAT Training Center for public sector responders. Then in 1992, a partnership of chemical manufacturers, railroads, truckers, and the Michigan State Police Emergency Management conducted nine TRANSCAER workshops for public sector response and planning organizations covering the entire state.
 TRANSCAER addresses community concerns about the transportation of hazardous materials through planning and cooperation. The initiative provides assistance for communities to develop and evaluate their emergency response plan for hazardous material transportation incidents.
 The TRANSCAER mission is "to develop and implement a national community outreach program to improve community awareness, emergency planning and incident response for the transportation of hazardous materials."
 The interindustry task group accepts numerous speaking engagements and conducts workshops to broaden the base of TRANSCAER and train participants to begin their own TRANSCAER programs locally. To date, workshop participants have come from chemical companies, distributors, carriers and government agencies. Currently, the task group is revising the guidance manual and planning a whistle stop tour that will begin in Pennsylvania and continue through Ohio, Indiana, Illinois, Missouri, Arkansas, Texas, and end in Louisiana.
 The TRANSCAER initiative is really about working together -- manufacturers, distributors, transporters and local communities. It's about communication and partnerships.
 "TRANSCAER and its principles are a way to fulfill requirements within the Distribution Code of Responsible Care(R)," Coffield said. "It is fiscally responsible, but it goes beyond that -- it's the right thing to do.
