DOT eliminates paper from financial processes with 170 systems.

170 Systems, Inc., a provider of content management, document management, imaging and workflow solutions for e-businesses, recently announced the expansion of a program with the U.S. Department of Transportation (DOT) to bring all commercial invoices, records and financial processes online. The multi-year project involves the implementation of the 170 MarkView enterprise content management solution to integrate unstructured data from paper-based, fax, email, XML and other documents for all DOT agencies--an estimated 1 million pages annually--into a single online information repository.

This enterprise-wide implementation provides a secure, Web-enabled environment for users to access, track and annotate Accounts Payable information. Workflow capabilities automate approval processes with paperless electronic routing for online review and approval throughout the DOT and its agencies. The system also supports auditing during the annual verification of financial statements.

The project is managed jointly by 170 Systems and the U.S. Coast Guard Finance Center, which hosts the centralized database of invoices and other document images at its facility in Chesapeake, VA. The imaging system is tightly integrated with DOT's new accounting system, which uses Oracle Federal Financials and is operated by the Mike Monroney Aeronautical Center (MMAC MMAC Multimedia Mobile Access Communication

Through 2003, Coast Guard, MMAC and 170 Systems project managers will continue to bring financial invoices and processes online for all DOT agencies, including the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  (FAA), the National Highway Traffic Safety Administration The National Highway Traffic Safety Administration (NHTSA, often pronounced "nit-suh") is an agency of the Executive Branch of the U.S. Government, part of the Department of Transportation.  (NHTSA NHTSA National Highway Traffic Safety Administration (US government) ), the Federal Highway Administration The Federal Highway Administration (FHWA) is a division of the United States Department of Transportation that specializes in highway transportation. The agency's major activities are grouped into two "programs," The Federal-aid Highway Program and the Federal Lands Highway  and the Federal Transit Administration The Federal Transit Administration (FTA) is an agency within the United States Department of Transportation (DOT) that provides financial and technical assistance to local public transit systems. The FTA is one of eleven modal administrations within the DOT. .

The Coast Guard implemented the 170 MarkView solution in 1995 and also uses the system to preserve historical papers on vessel registration dating back to the 1700s and 1800s, maintaining the functionality of the information without harming the original documents. The Federal Railroad Administration The Federal Railroad Administration (FRA) was created in 1966 as a division of the U.S. Department of Transportation to promote rail transportation and safety.

The FRA is one of 10 agencies within the Department of Transportation concerned with intermodal transportation.
began using the solution from 170 Systems for financial document management and workflow in April 2001. And, the FAA is using 170 MarkView to image-enable real estate records in its Southern Region.

The 170 MarkView implementation was coordinated with DOT's successful upgrade of Oracle Financials to Oracle's release 11i in December 2001. 170 MarkView is integrated with Oracle Financials and other Oracle e-Business applications, allowing seamless integration of unstructured data, regardless of source or format, with structured data and enterprise applications.
