 DOT OFFICIAL TO KEYNOTE CONFERENCE ON TRANSPORTATION
 U.S. Deputy Secretary of Transportation Arthur J. Rothkopf will


be the keynote speaker at a conference designed to support new telecommunications and transportation ventures with nations comprising the former Soviet Union and other eastern European states.
 The conference -- the First International Congress on New Information Technologies and Operations Research Methods in Transportation and Telecommunications -- will be held in the Kresge Auditorium at the Massachusetts Institute of Technology in Cambridge, Mass., Aug. 11-13, and continued at the Department of Transportation's Volpe Transportation Systems Center in Cambridge on Aug. 14.
 The congress will bring together academics, researchers and corporate executives with high-level officials from Armenia, Czechoslovakia, Estonia and Poland, as well as delegates from the Russian federation.
 One of the goals of the sessions will be to permit the participants to compare and evaluate business opportunities and alternative approaches to developing advanced transportation and telecommunications systems. It is expected that the conference will be particularly valuable for U.S. firms interested in identifying opportunities and developing business relationships in eastern Europe and the former Soviet states.
 In addition to Rothkopf, the opening session speakers will include Russian Minister of Transport Vitaly Efimov and the Prime Minister of the Republic of Armenia, Gagik Haroutunian.
