``We have a serious problem on our hands,'' Goldberg said. ``We are hearing from people saying officers are following them home at night. That they are taunting them and saying, 'We will get you.'

``That is pure and simple intimidation and we should not tolerate it.''

Police officials said they were unaware of any incidents Goldberg was discussing.

They said police officers would follow the laws of the state and the nation in allowing free protests during next week's Democratic National Convention.

The council discussion came after a civil rights lawsuit was filed against the city on behalf of four women arrested Monday for attempting to unfurl a large American flag - with the word ``sold'' printed across it - on the Hotel Figueroa facing Staples Center This articlearticle or section has multiple issues:

The lawsuit alleges police improperly questioned the women, used improper and dangerous procedures in arresting them and failed to allow them to contact attorneys.

Goldberg said her concern is with the atmosphere that is being created.

``We will have 2,500 officers in full armed regalia who are going to be permanently assigned to this convention,'' Goldberg said. ``The atmosphere of intimidation is going to be unbelievable.''

However, Councilman Mike Hernandez said he was concerned about escalating anxiety.

``If I had my way, I would like to ask everyone to take a deep breath and envision what we would like to see,'' Hernandez said. ``But what I see is a lot of distrust.''

Officials with the National Lawyers Guild said they will have 50 attorneys attending demonstrations to assist those arrested as well as 200 observers to see how the police respond to incidents.

The observers also will be on hand to try to calm situations and avoid the outbreak of violence, officials said.
