DODGERS NOTEBOOK: DODGERS DECISIONS LOOM.

Byline: Brian Dohn Staff Writer

VERO BEACH Vero Beach (vēr`o), city (1990 pop. 17,350), seat of Indian River co., E Fla., on Indian River (a lagoon and part of the Intracoastal Waterway); founded c.1888, inc. 1919. , Fla. - Teams usually begin a season with 11 or 12 active pitchers, but the Dodgers are debating whether to carry 10 or 11. The decision will impact the rest of the opening-day 25-man roster.

It's an issue that will gain more clarity in five to seven days, which is when baseball president and chief operating officer Chief Operating Officer (COO)

Piazza's appeal date won't be determined until next week, but Mota's appeal is scheduled for Tuesday at 1 p.m. at Dodgertown.

. Mota would serve the suspension at the start of the season and be inactive but on the 25-man roster.

``You file because you disagree with the penalties,'' said Mota's agent, Adam Katz. ``Hopefully, we will get it reduced or eliminated.''

A reduction would enable the Dodgers to carry 10 active pitchers. That would allow a full complement of bench players for the season opener.

Backups Todd Hundley, Alex Cora, Daryle Ward and Mike Kinkade are on the roster. Carrying 10 active pitchers would leave two additional open spots for Jolbert Cabrera, who is a leading candidate, Terry Shumpert, Jason Romano and Ron Coomer.

``There is some question as to whether we will carry 10 active (pitchers) or not, and a lot of it is a question of knowing how many days (the suspension) is,'' Dodgers general manager Dan Evans said. ``The key is to know by opening day.''

Pitching coach Jim Colborn said beginning the season with 10 active pitchers is possible. Since Triple-A Las Vegas, which opens the season at home, is a one-hour flight from Arizona's Bank One Ballpark, the pitching situation could be addressed daily.

``I would be comfortable with 10, but that is my opinion,'' Colborn said. ``Things that allow you to start with 10 is pitchers going seven or eight innings. Things that don't allow you to is extra-inning games and pitchers that go five innings or less.''

Opening-day rosters must be set by 9 p.m. next Saturday.

--Broad documents: Billionaire Eli Broad, who joined Dave Checketts' $600 million bid to buy the Dodgers, is in the process of providing the commissioner's office with documentation detailing his financial background. Broad declined comment through a spokesperson, but his interest in the Dodgers was made known in a statement.

``I am interested because of my love for Los Angeles, my interest in revitalizing downtown and for recognizing the need for Los Angeles-based ownership,'' Broad's statement read. ``I am hopeful that a deal will be consummated.''

Checketts and News Corp. continue to negotiate a deal. The major sticking point continues to be News Corp.'s unwillingness to include Fox Sports Net 2 in any deal.

--Minor changes: Pitcher Troy Brohawn and catcher Jared Price were assigned to minor-league camp.
