DOCTOR, EMPLOYEE FACE LICENSE CHARGES.

A La Canada Flintridge doctor was charged by the Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  City Attorney's Office on Tuesday with helping an unlicensed colleague practice medicine.

Andrade employed Jose Flores, 44, who is suspected of posing as a doctor, writing prescriptions and treating without a medical license, De La Rosa said.

Andrade was charged with failing to keep records on dangerous drugs and, because he allegedly aided and abetted Flores, he faces the same charges of practicing without a medical license, De La Rosa said.

Andrade did not return messages left at his La Canada Flintridge home Tuesday. Flores could not be reached for comment.

A person complained to the California Medical Board in August 1998 about treatment received at the clinic, De La Rosa said. An investigation was launched, and in May a state medical board investigator posed as a former clinic patient suffering from stomach pain, De La Rosa said.

Flores identified himself to patients and the staff as a doctor and his business card said ``Dr. Jose Flores,'' De La Rosa said. But the City Attorney's Office believes Andrade knew Flores was not a doctor, he said.

Both men will be arraigned Aug. 25.
