"In terms of trying to get private-foundation grants for school districts, there's a lot of interest from foundations to see programs that go outside one district," said Kirsten Larson, a consultant working with the three districts. "So you have a much better chance of getting grants funded if you show collaboration that goes beyond district borders."

The new foundation will not take the place of Westside's existing fundraising arm, the West Antelope Valley Education Foundation, which raises money to bolster art, science and athletic programs in Westside.

Keppel had a foundation, but it is no longer active, officials said.

"Combining our efforts will help to contribute energy toward one another so we can pool the limited energy that there is," Keppel Superintendent Linda Wagner said.

Former Palmdale Superintendent Jack Gyves came up with the idea of forming a consortium of districts to help develop sustainable fundraising to supplement money from the state.

"We wanted to be able to compete for a broader kind of fund base. This will strengthen our efforts by having more than one district," Palmdale Deputy Superintendent Deputy Superintendent, or Deputy Superintendent of Police (DSP), was a rank used by police forces of the British Empire. In some territories it was called Deputy District Superintendent of Police (DDSP).  Lori Ordway-Peck said.

Westside Superintendent Regina Rossall said the foundation will pursue grants to improve educational programs.

 with more districts and kids. We can go out for partnership grants with other civic organizations or nonprofits. Together, we represent 40,000 students," Rossall said.

"Sometimes grants require a private-public partnership, sometimes private-to-private. This is to get out there and get in front of more dollars that we would not otherwise get."

Palmdale's former foundation has been inactive since about 2002 after allegations surfaced of financial improprieties by a former executive director.

The tax-exempt Palmdale Education Foundation was affiliated with but not directly controlled by the Palmdale district.
