``Other than the sale of additional surplus property, there's no place else to find funds,'' he said.

Although the trustees have already agreed to sell the former Belwood and Arroyo elementary schools for about $1.2 million each, those funds are earmarked for capital improvements throughout the school district.

Board President Janice DiFatta said that while trustees reviewed the construction budget for the Wood Ranch school at its meeting Tuesday, there was no discussion of how to cover the deficit.

``I'll have to trust Lowell's recommendation. But until we sit down with him and look at the overall operating budget, I can't say what we'll do,'' she said.

Last year, school trustees agreed to build Wood Ranch Elementary School as planned despite a $1.5 million deficit. Trustees believed the shortfall could be covered by refinancing bonds.

However, unanticipated costs added an additional $286,000 to the budget. Those costs included $43,500 for school supplies, and the unexpectedly high cost of the water hookup hookup,

, which was $107,000.

``We knew the water hookup was coming, but we didn't expect it to be so high,'' Schultz said.

Also, while most construction budgets allow about 9 percent of the total cost for such contingencies, the school board set aside only about 2 percent of the total construction budget - about $130,000 - since the same school design had been used in other communities.

Schultz said grading the school site in the Wood Ranch area also added to the construction costs.

``Even though (this design) was built before, the land is difficult. Every school site is different,'' he said.

DiFatta said trustees are committed to opening the school in September for the nearly 500 students who are expected to enroll.

``I'm not looking at the budget as though it's alarming. You always seem to run into additional costs,'' she said. ``Additional costs seem to be the nature of the beast Nature of the Beast is the ninth episode of The WB television series Birds of Prey.
