``As the community understood it, it would be reopened as soon as the district was in good financial shape. That time has come,'' said James, a resident of north Edwards.

Sherman said it would not be feasible to open the school, since it would draw only 88 students.

``The number of students that would attend the school is very low,'' she said. ``It would be very expensive to provide a full program for those students at that location.''

Parents who have spoken against reopening the school said their children are benefiting from programs at West Boron Elementary that wouldn't be available to them at a school with a small number of students.

``I do understand the feelings of the community,'' Sherman said. ``I pledge to work with them to have an elementary school in north Edwards as soon as it is feasible to do so.''

District officials also are looking at using the school, which will be renamed the Richard B. Lynch Center, as a location for adult education classes and community college evening courses from Cerro Coso College, Sherman said.

Ultimately, the district wants to open a preschool there and also offer ``distance learning'' courses via interactive television, Sherman said.
