DISTRICT TALKS INCH AHEAD TEACHER PAY BURBANK ISSUE.

Burbank's aerospace industry collapsed with the end of the Cold War.  - Burbank Unified's negotiations with its teachers union are moving forward in slow motion, and one school board member said Tuesday the issue could be resolved faster if the parties met more than twice a month.
