The proposed agreement between the district and the Hart District Teachers Association calls for a retroactive Having reference to things that happened in the past, prior to the occurrence of the act in question.

Effective July 1 through June 30, 2003, the agreement calls for a 1.75 percent increase if the state Cost of Living Allowance falls below 2 percent, or a 2 percent increase if the COLA cola or kola, tropical tree (genus Cola) of the family Sterculiaceae (sterculia family), native to Africa but now grown in other tropical regions.  is at 2 percent or above.

A first-time clause also allows teachers to voluntarily teach one online class as part of a five-period assignment, with a second online class possible after a first class has been successfully completed.
