Sometimes these standards can itemized in a list that states the community's values and sets guidelines for participation in the community.  District will govern all building decisions in the 100-square-mile area north of the Santa Clara River Santa Clara River may refer to:

The district's standards were drafted after more than two years of discussions among local residents, business interests and developers. They represent a push for greater self-determination by the region's 19,000 residents, Castaic Town Council President Bob Lewis said.

``It allows the community to define what they want in their community, what they want the look of the their community to be ... not some faceless planner in downtown (Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850. ) who will control their destiny,'' he said.

Fifth District county Supervisor Michael D. Antonovich Michael Dennis Antonovich (born 1939 in Los Angeles, California) is a member of the Los Angeles County Board of Supervisors representing the Fifth District, which covers northern Los Angeles County, the Antelope, Santa Clarita, Pasadena, and parts of the San Fernando and San , who represents the area, was pleased with the district's approval.

``This provides the community with ridgeline protection, neighborhood parks Neighborhood parks, which generally range in size up to 30 acres, serve as a social and recreational focal points for neighborhoods and are the basic units of a park system. Many include a playground. , buffers between residential and nonresidential uses ... and landscaping requirements,'' he said in a statement.

The community of 19,000 that mushroomed around a truck stop northwest of Santa Clarita has grown by more than 5,000 residents in the past decade. It's due for another population boom when such new subdivisions as the 3,900-unit Northlake development, overlooking Castaic Lake, are completed.

The district will set ground rules for all future development, including lot sizes, equestrian access, foot trails and business signs, Lewis said.

``It will be planned growth rather than uncontrolled or piecemeal,'' he said. ``It's so that everything is not done piecemeal or haphazardly, so that we maintain the rural feel.''

The district guideline also gives the Town Council an official voice in all future planning decisions. While the county has regularly consulted with the local advisory panel, it was not required, Lewis said.

``Previously, it was a courtesy,'' he said. ``Now they have to go to the Town Council first. ... But if we say no, they can still say yes.''
