``We've pretty much had it locked up all this time,'' he said. ``It'll be on a seat-availability basis and available in a limited number of schools.''

While the opening of the new McGrath and Pico Canyon schools could offset about 1,300 students from the district's seven existing campuses, officials are anticipating seats to open up at the three sites only.

``We're transitioning to single-track, so we're having more kids on campus during the year,'' he said. ``At Stevenson Ranch Stevenson Ranch, California (in the 91381 ZIP Code) is a Los Angeles County, USA, unincorporated community west of Santa Clarita a few miles south of Six Flags Magic Mountain amusement park. To apply for a transfer, applications to the school of choice would be submitted from May 1 to June 1. Requests would be granted based on space and other criteria, including whether the students were displaced from their schools after the district redrew attendance boundaries in February.

``For those kids we've boundaried out, they'll get first crack at it,'' Winger said. ``We've moved a lot of kids out of Newhall (School), so we're going to give them a chance. The key is space and availability.''

The move could be the first step in allowing open enrollment at all Newhall campuses as the district completes its expansion plans and residents transition into their new attendance zones, Winger said.

``In two years, we'll be much more open,'' he said. ``We would have sorted out all the kids we have just moved. Things will calm down.''
