ROSAMOND - The Southern Kern Unified School District A unified school district is a school district which includes both primary school (kindergarten through middle school or junior high) and high school (grades 9-12). In Illinois, these districts are called unit school districts.  will hike its new-home fees fees by about 30 percent to more than $5,200 for a typical new home.

Levied to help build new schools or add classrooms, the developer fees will rise to $2.92 a square foot, up from $2.24. That amounts to $5,256 for an average-size new house of 1,800 square feet.

``We have some developers getting close to getting permits to break ground. We want to be on board before it happens,'' Superintendent Rod Van Norman said.

Southern Kern trustees voted 4-0 at Wednesday's meeting to approve the fee hikes, which are in effect for one year. No one from the public appeared at the meeting to testify.

The state has set $2.24 per square foot as the standard residential developer fee for financing school construction, but districts can charge higher fees if they meet certain conditions.

Southern Kern officials said there are about a dozen housing developments in the planning stages, ranging from 13 homes to 549 homes.

The 549-home project is slated for an area near 40th Street West and Rosamond Boulevard, Assistant Superintendent Jim Johnson said.

``It's where an old onion and carrot field used to be, west of the freeway,'' Johnson said.

The money from higher developer fees will help the district get matching funds from the state and also help it qualify for ``hardship'' school construction aide from the state.

In the Los Angeles County portion of the Antelope Valley, the developer fee amount is split between the Antelope Valley Union High School District The Antelope Valley Union High School District (A.V.U.H.S.D.) is located in the Antelope Valley area of California, in northern Los Angeles County.

The district includes eight public high schools, one trade school, and two continuation high schools in the cities of Palmdale
 and the individual elementary school districts.
