DISTRICT GETS LOW MARKS FROM MONITOR.

The monitor overseeing improvements in Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  Unified's special-education programs issued a formal report Friday, blasting the district for its lack of progress over the last year.

Achieving the goals, he said, will require ``direct involvement and focused attention of the superintendent and Board of Education,'' and strong accountability for results, he wrote.

School board President Marlene Canter plans Tuesday to appoint a committee to create a strategy for meeting the goals, including improving student performance and graduation rates.
