DISTRICT FOCUS ON SPORTS FACILITIES FINAL PLAN DUE IN COMING WEEKS.

SANTA CLARITA Santa Clarita, city (1990 pop. 110,642), Los Angeles co., S Calif., suburb 30 mi (48 km) NW of downtown Los Angeles, on the Santa Clara River; inc. 1987. Situated in the Santa Clara valley and nearby canyons, Santa Clarita includes the former towns of Canyon Country,  - The Hart district is seeking public comment tonight for a design plan that could dictate the use and development of athletic facilities at Santa Clarita's high schools and junior highs.

The William S. Hart Union High School District has been developing an Athletic Facilities and Physical Education Master Plan since April, after the governing board Noun 1. governing board - a board that manages the affairs of an institution

 allocated some $10 million toward field improvements intended to bring campuses up to code.

The district refused a request by the Daily News to review a copy of the document, citing it a work in progress and subject to changes. The state Public Records Act only allows public agencies to withhold such draft documents if that disclosure would not be of benefit to the public interest.

Several school board members refused to comment on specifics in the report.

``They appear to have done a good analysis of the fields as far as drainage issues, soil composition and the grass,'' Ellis said. ``One of the issues we're having in Valencia (High School) is it doesn't drain properly.''

Once a final plan is completed, implementing it would be another difficult step, Sturgeon said.
