DISSOLVED DEAL STALLS MISSION PLAN.

SYLMAR -- After spending more than three years and $2.5 million on plans to enlarge and modernize Mission College, officials said Thursday they've scrapped a land swap at the heart of the proposal because of unresolved legal issues.

Officials had hoped to swap a portion of county-owned El Cariso Park for parcels owned by the Los Angeles Community College District The Los Angeles Community College District (LACCD) is the community college district serving Los Angeles, California and some of its neighboring cities. In addition to typical college aged students, the LACCD also serves adults of all ages.  and leased from the U.S. Army Corps of Engineers.

The deal would have added about nine acres to the 22-acre Mission College campus, and would have allowed construction of a second parking structure, a physical education building and two classroom buildings.

Originally set for completion in 2003, the deal bogged down due to the complexity of the negotiations.

Also, the college's initial $8 million price tag for the swap and improvements soon ballooned to $15 million, and most recently, $25 million.

Mission President Jose A. Leyba said officials are considering alternatives and will hold public meetings June 28.

``We're not going to reinvent the wheel,'' he said. ``We want to utilize the (past) work as we move into the future.''

The college is negotiating with the owners of two parcels totaling about 10 acres near Eldridge Avenue and Harding Street, about two blocks away, officials said. Another alternative would be to figure out a way to build on the existing campus.

Time is critical because the college received $13 million in state money for its physical education building, with the stipulation that it be under construction by 2007, said Larry Eisenberg, the community college district's executive director for facilities management The management of a user's computer installation by an outside organization. All operations including systems, programming and the datacenter can be performed by the facilities management organization on the user's premises. . Mission hopes to have its revised master plan and environmental documents approved by the district board by January in order to retain the money.

Edelman.  said a new plan ultimately will be simpler, cheaper and will prevent the park from being ``dismembered.''
