DISPUTE MAY END IN A CUL DE SAC.

Traffic and planning officials will pursue plans to create cul de sacs CUL DE SAC. This is a French phrase, which signifies, literally, the bottom of a bag, and, figuratively, a street not open at both ends. It seems not to be settled whether a cul de sac is to be considered a highway. See 1 Campb. R. 260; 11 East, R. 376, note; 5 Taunt. R. 137; 5 B. & Ald.  where Calgrove Boulevard and Valley Street meet, heeding a request from residents that would require an amendment to the city's general plan and extensive impact studies.

With Councilman Frank Ferry dissenting, the City Council voted 4-1 Tuesday night to direct city staffers to conduct the environmental assessments needed before downgrading downgrading

The council, which voted after more than 20 supporters and opponents to the proposal testified Tuesday night, also approved the transfer of $100,000 from city contingency funds to hire a consultant and conduct environmental impact studies for the project.

Residents of neighborhoods adjoining Calgrove Boulevard and Valley Street requested the cul de sacs between their roadways as a permanent end to a 15-year old dispute over a card-activated gate maintained by the Hidden Valley Homeowners Association on Calgrove.

Residents from both neighborhoods recently agreed that they wanted to continue blocking traffic between the two public roadways.
