DISPUTE ESCALATES FOR UNION EAA ALLEGES SPYING BEFORE PROTEST AT LAX LAST WEEKEND.

A labor dispute between the city and one of its unions escalated Thursday with new allegations of unfair labor practices Conduct prohibited by federal law regulating relations between employers, employees, and labor organizations.

The 8,000-member Engineer and Architects Association, which has threatened to strike if the city doesn't boost its contract offer, said it also anticipates filing an unfair employee relations claim today over overtime rules at the Fire Department's information systems division.

The allegations are the latest in the battle between the city and the union, which represents workers in various agencies, including airports and harbors.
