DISABLED-HOUSING PROJECT GETS LIFT.

GLENDALE - The Housing Authority on Tuesday gave a boost to a 24-unit apartment project for the disabled by giving a $163,500 loan to the nonprofit behind the effort.

Construction of the $9.6 million development could begin in 18 months. It also has received $3.1 million from the federal Department of Housing and Urban Development.

The group has a similar 18-unit apartment building in Burbank that opened last month, and residents are just starting to move in.

In Glendale, the city bought a decrepit apartment complex on the site and had it torn down because residents there were crowded into units that had rodents, lacked heat or were missing smoke detectors.

The city spent $3.6 million buying the site and relocating the tenants, City Manager Jim Starbird said.

But residents accused the city of pushing disabled housing into the industrial outskirts of the city.

"Is that what the city leaders want?" resident Patrick Masihi said during Tuesday's Housing Authority meeting. "Basically just to dump the disabled on the periphery?"
