Discerning parents have discovered they can enjoy a fine meal at one of Christine and Joachim Splichal's restaurants, and save money on baby sitters and the cost of their children's food as well.

New parents of twins, the Twins, The, English name for Gemini, a constellation.  Splichals are proud of their policy of feeding children age 10 and under for no charge at any of their local Pinot restaurants.

The complimentary meals at Pinot Bistro, 12969 Ventura Blvd., Studio City, (818) 990-0500, include the usual burger and pasta offerings, but also have what the Splichals describe as ``adventurous dishes.''

Other local Splichal restaurants with the ``kids eat free'' policy are Cafe Pinot, 700 W. Goodbye, Terrazza

Sorry to see Terrazza Toscana in Encino has closed. This upstairs facility at 17401 Ventura Blvd. is the sister restaurant to Toscana at 11633 San Vicente San Vicente (sän vēsān`tā), city (1993 pop. 28,529), central El Salvador. Among its industries are textile manufacturing and sugar milling. San Vicente is the commercial center of a region that produces coffee and sugarcane.  Blvd., Brentwood, (310) 820-2448.

The operators of Toscana, who also run the local chain of Rosti Tuscan cafes, soon will open Agostino, in the building vacated by Cicada cicada (sĭkā`də), large, noise-producing insect of the order Homoptera, with a stout body, a wide, blunt head, protruding eyes, and two pairs of membranous wings.  at 8478 Melrose Ave., West Hollywood West Hollywood
