DINING BEAT : FOOD FESTIVALS PROVIDE LUSH GRAZING GROUNDS.

, the last weekend in September will be a good time to stay in town.

That's when both the Taste of Encino and Wolfgang Puck's annual food and wine festival are happening. The Encino event is Sept. 27-29 and Puck's charitable affair is Sept. 28.

Today wine production exist in all fifty states, with California leading the way in wine production followed by Washington State, Oregon and New York.[1].  and Food Festival returns to the backlot backlot

The three-day Taste of Encino moves this year to the Naval & Marine Corps Reserve Center at 6337 Balboa Blvd., expanding its offerings from the usual local restaurants to include Naval and Marine bands, a classic car show, a carnival, strolling performers, a special children's show, and arts and crafts arts and crafts, term for that general field of applied design in which hand fabrication is dominant. The term was coined in England in the late 19th cent. as a label for the then-current movement directed toward the revivifying of the decorative arts.  vendors.

Munching 'round the clock: Reader Damian J. DeCarlo of Arleta wants to know, where are the 24-hour eating places other than Norms, Denny's, Twain's and Jerry's Deli?

``We get tired of going to the same places,'' he writes.

Sorry Damian, but the pickings are extremely slim. Pacific Dining Car near downtown is the only major L.A. dinner house-type restaurant that stays open 24 hours. Others that come to mind are the Original Pantry, also downtown, Canter's on Fairfax Avenue and Larry Parker's in Beverly Hills.

Damian also wants to know where he can find kibbeh, a lamb and cracked-wheat dish served raw, baked or fried.

Araz, 11717 Moorpark St., Studio City, serves a raw version, and Cafe Mediterranean, 10151 Riverside Drive, Toluca Lake, serves it raw or fried.

At the fancy Al Amir, 5750 Wilshire Blvd., Los Angeles, there's a chef whose only job is to fashion kibbeh maqli, a tiny lamb and cracked wheat delicacy, one of the many superb appetizers offered there.
