Supervisor Michael D. Antonovich Michael Dennis Antonovich (born 1939 in Los Angeles, California) is a member of the Los Angeles County Board of Supervisors representing the Fifth District, which covers northern Los Angeles County, the Antelope, Santa Clarita, Pasadena, and parts of the San Fernando and San  said the recently released environmental impact report recommending a $12 billion expansion of LAX failed to seriously consider opening air service at Antelope Valley's Air Force Plant 42 or the Palmdale Airport.

``Los Angeles city continues keeping the door shut on providing air service to the Antelope Valley, claiming that the valley will not be able to support a major air facility in the next 20 years,'' Antonovich said. ``However, LAX has a signed contract with the Air Force to use Plant 42's terminal and runway for immediate passenger service.''

, said the plan is predicated on the assumption that Palmdale and Ontario airports will be expanded, and officials are working to ensure that occurs.

In December, Los Angeles World Airports began seeking consulting firms to assist in the development of master plans for Palmdale and Ontario airports. The deadline to hire a company to develop marketing plans for air service at those airports is today, she said.

``We're disappointed the board did this several days after the public release of the plan,'' Castles said.

 acquired Ontario Airport and 17,000 acres for a Palmdale Airport to meet future needs. Later, the city signed a contract to utilize Plant 42.

Last week, city officials unveiled a proposal for expansion of LAX, including improved runways, new terminals and traffic enhancements for an additional 100 flights a day to handle the region's expected 157 million annual passengers by 2015.

``Los Angeles County urgently needs a regional air transportation system,'' Antonovich said. ``If Los Angeles city refuses to develop Palmdale Airport, then Palmdale ought to exercise eminent domain eminent domain, the right of a government to force the owner of private property sell it if it is needed for a public use. The right is based on the doctrine that a sovereign state has dominion over all lands and buildings within its borders, which has its origins in  to build an airport under a joint-powers agreement with Palmdale, Lancaster and Los Angeles County.''
