DID RESEDA VIOLATE CITY RULES?; TAFT CLAIMS VIDEOTAPING WAS ILLEGAL.

``As far as I know, (the videotape) does violate that rule,'' said Myra Fullerton, the principal at Taft. ``If (our understanding) is accurate, then a violation has been committed.''

Jones applied for a transfer to Taft in May during the open-enrollment period, and was accepted to the school in a random lottery.

Weiler is charging that Jones has not received his official release from Reseda, and that by allowing him to practice Taft is in violation.

Taft assistant principal Jim Szabo disputes that, claiming that Reseda forwarded paperwork to Taft indicating officials were aware that Jones was not returning, and that he had been accepted into Taft. At that point, he was eligible to enroll in Taft and play football.

``He is a Taft student,'' Szabo said.

Fullerton will wait to talk with Reseda principal Dr. Robert Kladifko before deciding whether she will file a complaint against Reseda for videotaping Taft's practice. She maintains that Taft is innocent of any violations.

``We have met all the conditions for open enrollment rules for a student to come to Taft,'' Fullerton said. ``So far, we've determined that no violation in any way, shape or form has been committed by Taft personnel.''

Weiler said that schools have used videotapes in the past to prove rules infractions. He would not disclose the source of the tape, but said the intent was to show Jones was practicing with Taft before getting his official release from Reseda.

``Let me point out to you that the tape is less than a minute long in duration, and this is not a precedent-setting thing,'' Weiler said. ``This has been done before.''
