DHR Rehabilitation Services Immediately Terminates Contract with Florida-Based Company.


ATLANTA--(BUSINESS WIRE)--Dec. 8, 1999--

The human resources department within an organization, years ago known as the "personnel department," manages the administrative aspects of the employees.  and its Division of Rehabilitation Services has terminated the contract for Human Development Services, Inc., a Tampa, Fla., based private corporation, to operate and manage the Cave Spring Rehabilitation Center in Cave Spring, Ga. Cave Spring, a residential rehabilitation facility near Cedartown, serves between 35 and 40 rehabilitation services clients. Most of the clients are older teens and young adults.  program, and serves as a residential services/supervision facility for college and technical school clients. HDS (Hitachi Data Systems, Santa Clara, CA, www.hds.com) A leading provider of high-end storage hardware, software and services. Part of the Information Systems & Telecommunications Division of Hitachi Ltd.  was awarded the Cave Spring contract in Sept. 1997 when the facility was privatized.

A request was made by the Division of Rehabilitation Services four months ago for the Department of Human Resources' Offices of Fraud and Abuse and Audits to investigate allegations of fraudulent financial practices. The decision to immediately terminate the $1.4 million contract was based upon the findings of the fraud and abuse report.

A team of staff members from the Division of Rehabilitation Services went to Cave Spring on Monday to hand-deliver the contract termination Defense procurement: the cessation or cancellation, in whole or in part, of work under a prime contract or a subcontract thereunder for the convenience of, or at the option of, the government, or due to failure of the contractor to perform in accordance with the terms of the contract (default).  and to stabilize the operation of the facility, according to according to

"Our immediate concern was that there be adequate staff on hand to provide for the safety and welfare of clients at Cave Spring. Now we are in the process of keeping the facility open, hiring staff, and preparing for the new classes to begin in January," she said.

In addition, the division is conducting a comprehensive review of contract procedures for private-for-profit corporations. HDS was the division's only private-for-profit corporation that was paid on a cost reimbursement basis.
