DHCR disregarded HPD violation report.

Tenant complained of a reduction in services, based on vermin droppings in her apartment. The DRA DRA Delta Regional Authority

 ruled against tenant. Tenant appealed, pointing out that HPD HPD Honolulu Police Department (Honolulu County, Island of Oahu)
HPD Housing Preservation and Development
HPD Housing Preservation and Development (New York City Department) 
 had issued a violation regarding tenant's apartment for vermin droppings. The DHCR DHCR Division of Housing and Community Renewal  ruled against tenant. The DHCR's inspector visited the apartment after HPD issued its violation. The DHCR's inspector found no droppings. Tenant submitted no other proof that would warrant any other decision.
